MONTREAL - Hydro-Québec threw down the gauntlet Monday in the emerging battle  over its bid to implant 3.8 million smart meters across the province. It occurred as the utility announced completion of the first phase of the  $997-million project, the installation of about 20,000 metres in three  regions. Amid public challenges from some Quebec-based groups about health risks  related to the meters’ radio-frequency emissions, the president of Hydro-Québec  Distribution made her stand.
